I thought the OP implied someone who only became notable at an older age. Because typically whoever likes making music starts at least in their teens even if they stay an amateur for a long time

Not really, there's actors (Alan Rickman) and writers (Tolkien) who started old, usually after success in another less flashy profession first, but music especially as it relates to being well-known i.e. popular/indie music culture tends to rely on at least youthful vitality if not neoteny especially since the visual part of the package became more important to stand out post-80s.

What do you mean by "starting out"? Do you mean releasing stuff or starting an instrument with 0 backround in it with the hopes of doing something with it? If you already have musical ability and want to 'make it' then age won't matter much but it gets harder as you get older. If you're starting from scratch musically then it's going to be rough because it takes many years to be profecient and many years afterward to release stuff. You can always just not do instruments and find people to do that for you or buy beats online and just do vocals.
The thing with age discourse in music is that most popular music is geared towards younger audiences, because those are the audiences that really have enough free time to expend on discovering and obsessing over music.
But with Spotify and other streaming services, it's easier than ever to find an audience of people who are in your age group who want to listen to music made by somebody that they, too, can relate to.
So while you may not be able to reach superstardom at a later (musical) age (let's say past 30), you can absolutely find an audience of people who want to listen to your music. You can do that at any age, really.
I mean, Swans have been around, but Gira didn't really reach critical mass popularity in independent music circles til he was in his 60s for fuck's sake.
Let me add on to that by saying that according to Wikipedia, Gira has been active since 1979. He was 25 in 1979, which many doomers claim is "too old" already. He didn't form Swans until he was 27, and Filth was released when he was 29. Soundtracks was released when he was 42, and their resurgence in popularity came in his late 50s and early 60s.
So it's never too late to start, OP. It DOES get harder as you get older, but as long as you have talent, work ethic, creative marketing, and connections, you can make it.
