First obviously SOPHIE-influenced album to come out since her death so it was automatic stanbait for that clique's audience, guaranteed streams - plus SOPHIE (and tbf AG / PC Music scene in general) had the right ideas about conceptual meta and marketing for our current time and place in culture, so something aping those ideas indeed came at the right time and place to blow up

Namely a metamodern blending of humanism and wanton superficiality / absence of narrativising content (closer to the principles of absurdist creation) plus an emphasis on sensory maximalism reflected both in the production and the hedonism of the lyrics / that scene's & Charli's actual lifestyle
In other words in all aspects it appeals at an animal level, which makes it as universal as can be at least for enough of a lowest-common-denominator audience for it to gain the necessary traction to blow up and go viral
There's subtler quantities involved too but I wouldn't underestimate this angle

interesting you use this term, i've often landed on it myself when discussing mainstream hit stuff. artists who explode and do crazy numbers consistently aren't necessarily the best in the game, so much as they are the *lowest-common-denominator* sound that the largest crowd can get behind.
i don't think this is a bad thing, simply a natural thing to happen when music and the discussion of it is so widely available nowadays.

Oh and the marketing angle, that's another element of those ideas I suggest appeal at an animal level
It's like, outrageously cynical, and simultaneously very sincere and heartfelt, that's why I use the word metamodern, it's expressing the human experience in terms beyond what the dualities of semantics can convey via something experiential. I don't know if it's how they would put it, but it's what it's doing nonetheless. Personally I mostly like rock music when it comes to casual listening but I can respect that brat is doing something nonetheless, the question is where next now cause it seems conceptually to be a plateau there's no particular continuation on from. I can see some people taking this as a sign the whole hyperpop thing is anti-human or a dead end for culture but honestly that's probably just reflective of us approaching the end times for this civilisation if not our whole species.
