Nothing about Korea is natural, everything is synthetic and plastic, tasteless commercialised machine that needs to churn out bland and soulless music so they can get their GDP numbers up.
Now I'm not saying Japan doesn't have commercialised soulless garbage releases, it's just as bad, but there is something so robotic about Korean pop, even their fans seem mindless robots who must listen to their favourite artists not because they like their music, but because they want to get their numbers up so they can chart higher. It's all ones and zeroes for them.

The only honest, unbiased answer is that Japan is slow to react to trends and backwards in a lot of ways.Old CEOs are set in their ways and their ways are slowly dying with them. Korea has the better pop music and it's not even close. Japan thrives in other genres, but their pop music is mostly boring and generic stuff that sounded the same for decades now. Stuff like Wednesday Campanella does mog 90% of Kpop, but that is a rare case.

the japanese music industry never gave a fuck about promoting outside the country and that's still the case for the most part even today. to the extent people become fans of japanese music they tend to either stumble upon it by chance or are already into some other aspect of japanese media like anime (hence why most japanese related stuff isolates on Anon Babble like how they keep the japanese tv thread there unlike the kdrama thread on Anon Babble). whereas kpop explicitly made a huge push to market themselves to international audiences and it paid enormous dividends.
I don't think there's any true gap in musicial quality, simply a difference in marketing to non-natives. similarly the chinese media market has almost zero international push, though that's more understanding given their enormous domestic market

Kpop will often outsource to western songwriters. That's not to say that they don't write great songs, but it does provide an edge.
Kpop also focuses pretty solely on the foreign female audience, even for their girlgroups (nowadays, anyways.)
Japan in most forms of media have a mentality of making products that appeal to them, first and foremost. Anything after that is secondary. That is changing more lately, especially in the japanese video game industry.
