Not at all, it sounds like he was very blunt. George himself said Paul wasn't shy about stepping on people's egos or feelings. The one recording we have of him being negative about George was when he said "until now, our songs have been better than George's", which is straightforward as it gets. He wasn't easily satisfied by George's contributions or songs, and didn't prioritize them. Rightfully so, since only a couple of George's songs in the Beatles were on Lennon Mccartney's level. They'd give him several songs on an album and most of the time they'd be shit while Paul and John were churning out masterpieces like it's nothing.
Plus Paul was pretty much always right and was good at everything, who wouldn't resent that? Like, George wanted to put in answering guitar in the opening of Hey Jude, Paul rejected it. Then Hey Jude goes on to become their biggest selling single and one of their most iconic songs.
